Why City Officials' Disagreed in Peters Street Row
City officials argue over illegal payments of about $8,000 tied to Belgian block rebates. Mayor Woodward accuses Comptroller Goldsmith of improper use of the contingent fund to cover Peters Street paving, while Goldsmith says funds were moved to serve rebates due to ad hoc January and June apportionments. Dispute centers on who bears liability and how rebates were handled amid council actions and street fund transfers.
