Philadelphia councilmen clash over street car franchises repeal
Amid cries of thieves and crooks the street railways committee referred four bills repealing 110 miles of track franchises to the city solicitor for legality. The session was stormy, seen as a setback to Mayor Weaver after reform moves began with the gas lease fight. Frank H Cayen, select councilman from the thirty fourth ward, was arrested on charges of violating his oath by city contract interests and held on $10,000 bail.
