In Superior Wisconsin Colonel O D Loud from Savannah and W J Holden a local shipbuilder clash over a rival business plan. Loud threatens to cowhide or kill Holden alleging a betrayal while both sides claim honor and friends keep the pair apart amid talk of a duel.
A chapel fire at a Renerval Quebec convent killed seven nuns and injured another, caused by a candle near a cradle. The blaze ruined the convent and school, valued at 75000 with 12000 insured. The school was empty for holidays. The report also notes Armenian prisoners freed in Constantinople and other brief items from Boston and Athens Alabama.
S N D North of Boston testifies for the Wool Manufacturers association urging moderate protection to reopen mills while avoiding excessive duties. He argues the tariff of 1895 paralysed the industry, notes high import value and falling per-pound value, and supports a compensatory duty to offset undervaluations amid varied wool textures and finishes.
The treasury secretary approved lighthouse board plans for three light vessels and two tenders funded by the last sundry act. Two vessels and a tender come from Bath Iron Works at $74,500 and $72,000 respectively, with completion in nine and eight months. Nixon will build one tender at $72,000. Wolf & Zweicker build the remaining vessel at $73,000. Mayflower will serve Boston. Mangrove will be based at Key West.

A dispatch from Ormond by the Sea Florida reports Captain Murphy denying the claim that the steamer Commodore was sunk by traitors aboard. He says the sinking resulted from the engineer's heavy drinking, discovering leaks after pumps failed, with all 27 crew loyal to the Cuban cause.
In Jacksonville Florida United States district attorney Clark files libel against the armed cruiser the Three Friends and several Cuban filibusterers for war on Spain in the Cuban insurgent interest The document hints at conspiracy charges and piracy potential with five newspaper correspondents subpoenaed to testify before the grand jury regarding the vessel last voyage
New York reports Judge Martine's first act sentencing Michael Feehan and Michael O'Connell to 30 years for burglary. Railroad detectives report five miners confessed to plans to wreck a Southern Express and rob passengers on the Cahaba river trestle and nearby McComb’s trestle. Leaders Andrew Feagin and Tom Parker claimed involvement. others implicated include Ingram, Pillings, Scales. The Cahaba wreck killed 26. the McComb’s plan aimed to kill survivors.
State Bank Commissioner John W Breidenthal predicts a sharp reduction in Kansas banks within two years through general consolidation. He says there are too many banks for current business and urges widespread consolidation, especially in smaller towns, to prevent bank failures or voluntary liquidation. Deputy commissioners report bankers moving toward mergers across nearly every district.
