Henry Kissinger returned to Washington after a two day meeting with top North Vietnamese negotiators. The White House denied any war settlement emerged. Kissinger spoke by phone with President Nixon and will report tonight. News of a possible three segment neutral regime in Saigon and a cease fire in October was dismissed as having no substance.
