The Eisenhower administration raised its expected deficit for the current fiscal year to nearly 4.7 billion dollars while cutting 3 billion from major security programs. Spending was trimmed from 65.6 billion to 64 billion, and receipts fell to 59.3 billion due to tax cuts and refunds.
Republican Sen. Robert W. Upton of New Hampshire lost to U. S. Rep. Norris Cotton in a three way GOP Senate primary. The nine state round produced 5 Senate and 92 House nominees along with 6 gubernatorial races. Carroll, a former Truman adviser, won Colorado Senate nomination over Denver Mayor Newton. he faces Gordon Allott. Johnson pursued Colorado governor while Brotzman led GOP GOP gubernatorial race.
Edward Young age 80 of Bradford died in Piqua Ohio from head injuries after being struck by a car on Route 721 earlier yesterday.
A House Un-American Activities Committee subcommittee shifts its Dayton probe to Yellow Springs near Antioch College. One Antioch faculty member was to be called on the final hearing day, with two or three others possible. Former congressman Hugh Delacy and Donald Rothenberg spoke against investigations on a Cleveland radio broadcast, but no recall was planned.
Taipei reports that Nationalist planes and warships bombarding the Communist coast around Quemoy eased on the 13th day of fighting. A Red marine division was said to have moved from South China to the mainland opposite Quemoy, though unconfirmed. Quemoy lies five miles off the China coast defended by about 30,000 Nationalist troops.
Pvt. William H. McIntyre testified at a court martial that he fled the British Army after fellow soldiers teased him as Old Baldy. He had permission to wear a paratrooper beret until a wig arrived but claimed pressure to bare his bare head. He received a five day sentence in the guardhouse.
Xenia Ohio reports the death of Pauline Gillam 40 of Kettering Village from injuries suffered in a two car crash last Saturday. The Greene County fatality count for the year rises to twelve with her death yesterday.
WAVERLY Peter Kiewit Sons' Co prime contractor at the Portsmouth Area atomic energy plant says presidents of five international unions have been contacted to win 18 000 striking workers back on the job. The walkout entered its fourth day at the billion dollar plant under construction. Pickets patrolled the gates but the union says the walkout is not a strike. Signs read construction work on this job is being performed by non members the Portsmouth Building Trades Council AFL. The walkout started last Friday. All construction workers honored the picket lines.
A Lincoln School pupil hands a perfume bottle to Mrs. Anita Kent. The teacher asks what it is and learns it is rat poison, a grim moment recounted as a dull life vignette from Brighton.
Jack Ray a 34 year old Oklahoma lifer confessed to killing Rachel Taylor, a Penn State coed, in March 1940. He described a rapid crime spree including murder, car theft, and heroin selling, saying he beat Taylor with a 45 pistol and mailed his confession from prison. Officers in Pennsylvania will study the statement before ruling.
Freckle-faced David Ingles, 15, confessed to the murder of his father John Ingles 34 near Zanesville Ohio. Officials plan to send him to the Columbus Juvenile Research Abeprea for evaluation though law provides no provision for under sixteen charged with major crimes.
A six member Senate committee led by Senator Watkins plans to finalize the framework of its censure report against Senator McCarthy by week’s end. The panel rejected McCarthy’s charge against its legal staff and expressed full confidence in chief counsel Chadwick and assistant de Faria. The Senate may consider a censure resolution later this year based on the committee findings.
The Air Materiel Command concluded a Wilkins Air Force Depot surplus sale involved negligence not fraud. A July 21 brass listing sold silver insignia totaling 22000 dollars and was cancelled. One military and two civilian members were cited for negligence and reassigned. Col Narce Whitaker and Col G Cason were cleared.
Britain seeks French approval for a plan to enlist German troops in Western Europe defense. Eden meets Pierre Mendes France to secure pledges on keeping forces in Germany and limiting German weaponry, amid France’s NATO refusal history and Brussels pact constraints.
State Republicans opened their convention with Vice President Nixon as the featured speaker. About 1800 delegates attended a one day session in Columbus. The platform will be adopted today. Nixon spoke from evening into night with TV and radio coverage. Other speakers included Sen. John W. Bricker and candidates Rhodes Bend er. The platform committee faced calls to repeal the axle mile tax on trucks.
Dr Henry D Smyth resigns from the Atomic Energy Commission amid notes on atomic deterrence and stockpile power. President Eisenhower accepts reluctantly and names Willard Frank Libby to succeed Smyth effective September. Smyth served since May 1949 with a scientific background and his departure follows Oppenheimer dispute context.
Columbus's oldest hospital St. Francis will close within a year and merge its facilities with St. Anthony's Hospital. The June 1955 merger was announced by Bishop Michael J. Ready of the Columbus Catholic Diocese. Both hospitals are operated by Sisters of the Poor of St. Francis. Rising costs and restricted location weighed the decision. the hospital is 106 years old.
Ralph Gould of Skowhegan, a former general store owner who gained fame writing homespun novels, died Tuesday. Born in Lisbon, Maine, Gould was 84.
Moscow denounces the Manila pact as a colonial bloc aiding U S military industry and warns it will heighten tensions and block settlement of issues. The Foreign Ministry statement says SEATO was led by a Western power behind Asian nations and cites distance from the Galenapoten frontier. It follows a week of Western policy criticisms.

Douglas McKay secretary of the interior spoke at Lancaster Field Day celebrating the Upper Watershed work as the first of 62 planned nationwide projects. The plan calls for nine dams on Hunters Run 20 farm ponds 50 acres of tree planting and two miles of waterways over a 31418 acre area. Local residents will fund most wall installation while federal authorities provide technical aid and flood prevention contracts.
In Spartanburg South Carolina yesterday a crowd watched a young couple named Billy Burnett and Betsy Bell selecting about 25 dollars worth of groceries. The store manager intervened and spoke with the couple about domestic matters until their parents could take charge.
Judge Oscar Caplan dismissed disorderly conduct charges against Gus 51 after he spilled hot grease on a customer. The judge fined Kenneth Carpenter 32, $25 for disorderly conduct following a scuffle yesterday as Houston heaped catsup over the scene.
In Medina Ohio a car was struck by a train at a country road crossing six miles south of Medina. William J. King age 66 and Pensola Adams age 35, both of Barberton, were killed yesterday.
