Minnesota and Wisconsin operate a cross state common market allowing residents to attend public colleges and universities in either state at in state tuition. About 3 000 students have joined with 1 800 Minnesota students at Wisconsin schools and 900 Wisconsin residents in Minnesota. The plan removes nonresident tuition limits and requires annual tuition balances between states. Local educators see potential spread to other states.
