Saigon premier Nguyen Cao Ky announced 80 percent turnout in South Viet Nam's national elections. He declared the vote a beginning of the end for Communists and urged the 117 member assembly to finish drafting a new constitution as soon as possible. The assembly will meet September 26 to complete work.
Washington Rep. William H. Harsha proposes a bill to allow state funds to be repaid by the federal government to accelerate Ohio’s Appalachian highway segment. He cites Congress intent for early construction and notes the Bureau of Public Roads declined Ohio’s $133 million offer to speed completion. In Lima, motorcyclists causing weekend disturbances near Allentown move north after races, with clashes on Saturday night prompting police action. In Cleveland Gov. Rhodes, at Euclid Beach Park, urges broader efforts to cut unemployment, saying 55,000 new jobs are needed now in Ohio.
AP reports multiple weekend crashes in Ohio killed several wives riding with husbands. A Fulton County quadruple death near Wauseon on a back road boosted overall fatalities to at least 20. Delta and Wauseon women died in the second car Saturday night.

Maj. Gen. Nguyen Duc Thang announced the new assembly composition detailing 22 teachers 20 military men 18 civil servants 17 provincial councillors 15 professionals eight farmers three judges and three others. Of 18 female candidates only one won. The assembly average age is 40 and election day turnout reached 4 274 812 from 5 289 652 eligible voters.
