The Food Administration announces new flour rules effective Sept 1 prohibiting rolled oats, oat meal, corn starch, corn grits, rice and hominy as wheat flour substitutes. Only specified flours may be added with wheat on a 1 to 4 basis. rye has a 2 to 3 ratio. Mixed flours with 20 percent substitutes are allowed.
Cincinnati banker Charles A insch president of the American Bankers Association tells retail jewelers that punctuality can prevent tremendous economic waste. He notes a nationwide speeding-up campaign with the slogan On Time for Time, stressing timely business practices.
Paris reports French troops near La Fere with occupation likely. La Fere, a key target behind the Hindenburg line, sits 12 miles south of St. Quentin and strongpoint in defense. London dispatch notes Allied artillery on the Arras-Cambrai road with no further details.
Mrs. Rofe Pastor Stokes arrives in Cleveland to attend the opening of Eugene V. Debs trial in federal court. Debs faces espionage charges tied to a Canton speech, with jury selection expected to occupy much of the day.
Columbus reports the Ohio Confectioners Club adopts a one pound per person limit on sales of candies and chocolates amid a sugar shortage. Miss Kathryn Cuckler Miss Dick Cuckler Miss Katherine Daig and Miss Ruth Souder become Athens first women to pass the final exam and are sworn in as yeomen landsmen. They will be called for duty within two weeks after resigning teaching posts to join Navy service as patriotic duty. Recruiting officer Leopold reports over one hundred inquiries and fifty applicants.
William Harrison McKibben aged 76 of Hookburg Ohio known as the man in the iron cage died after a long illness pneumonia. A Civil War veteran he suffered sunstroke and dementia and lived with his brother Edward who built the iron cage beside the home where he was confined during violent periods for over fifty years.
Six women tele phone operators in Perry County walk out and picket Shawnee exchange. When two strikebreakers from New Lexington arrive to operate long distance boards a fight breaks out with pulled hair and a bleeding nose. Similar walkouts reported at Somerset and New Straitsville as operators demand $50 a month versus the current top $27.
The War Department lists 592 casualties today: 44 killed in action, 145 missing, 5 died of wounds, 105 wounded severely, 268 wounded degree undetermined, 6 died of disease, 18 died of wounds. Ohio entries include several wounded and missing soldiers from Canton Cleveland Youngstown and other towns. Total casualties to date reach 27 173 with 6 249 killed in action including 291 at sea.
Webb Miller reports American artillery opens heavy fire on Le Petit Montagne, a 250 foot fort on the Aisne front near Rheims. German gunners reply toward Fismes as bridges behind the Aisne are destroyed. fighting centers on the tableland heights slowing the Allied advance.
From Olovyanne to Penza a distance of 2000 miles Czecho-Slovak forces hold the railway indicating Czech penetration of key Russian areas and a weakening Bolshevik grip as learned in Vladivostok on Sept 9.
Washington reports Germany plans an audacious strike to sink American transports. The Mt Vernon is the first target in this new warfare, with 35 confirmed dead though the crew reportedly escaped. Senator James Hamilton Lewis of Illinois was aboard but uninjured.
Washington reports the International Association of Bridge Structural and Ornamental Iron Workers, a major shipbuilding union group, adopts the AFL standard of work time conduct. The Shipping Board says this signals a pledge by union men not to strike during the war and efforts to persuade other shipbuilding unions to follow.

United Press reports pilot Max Miller lifted off from Chicago at 6 this morning starting the return leg of the first Chicago New York aerial mail. He carried 150 pounds of letters, with another 150 pounds to be flown by pilot W B Gardner later. Miller reached Bryan, Ohio at 7:45 and departed at 7:50 after loading mail.

Ages 21 to 31 have not faced strict accountability, but 18 to 45 may be mobilized soon. Certain jobs such as waiters and bartenders are barred from draft age service.
Stockholm reports thirty six British officials imprisoned in Russia under threat of execution if Lenine dies. Dispatches from Helsingfors say they are accused of involvement in the effort to kill Lenine. Zurich reports Dora Kaplan, who shot Lenine, was executed on Wednesday.
Weather forecasts for Boston today call for cold damp conditions with possible rain as the World Series indicators show. Cloudy skies and northeast wind expected to ease after noon with rain having fallen overnight leaving the park soft for the game.
Boston reports the provost marshal general’s office says writers of poetry fiction and advertisements are essential and not subject to work or fight restrictions, per local draft board information.
Nabby Lee Ames Chapter of the D A R asks members to deliver six glasses of jelly each by 2 30 P M in the Presbyterian Church vestibule for Camp Sherman. The jelly is reserved for Athens County boys in a convalescent hospital. Some people have a theory that if they never have a good time they are sure to get to heaven.
Secretary Daniels said Washington today that the navy has acted on the assumption Germany would mount a major U boat offensive against American transports. To counter this belief convoys and anti submarine measures were doubled as the U S army expanded.
In France Secretary Baker reports to Secretary Daniels that he visited the transport Mt. Vernon on arrival after a German torpedo strike. He commends the crew for high morale and efficiency aboard the vessel.

Bolshevik aid from Germany increases threats near Volga. Two American battalions join Japanese forces beyond Nikolisk for front line duties.
Abram Zarley age 85 living with his son William near Federal was found dead in bed this morning. The coroner was notified and funeral services will be held Wednesday at 10 AM at Mound Hill church. He leaves one son William.
The assistant chief of the new women's bureau of the Department of Labor will be Miss Mary Anderson. She serves on the executive board of the International Boot and Shoe Workers Union and has seven years of organizing with the National Women's Trade Union League. Previously she supervised the women's branch of industrial ordnance at the War Department.
Republican leaders say Ohio will yield three to five districts in November, shifting the national House balance. Ohio's current delegation stands 12 Democrats to 9 Republicans, with a potential slim GOP edge if wins hold elsewhere.
