The Labor Department reports the August jobless rate at 7.1 percent, with black unemployment climbing from 13.2 to 14.5 percent, matching a postwar low for blacks last seen in September 1975. Whites hold steady at 6.1 percent as overall joblessness hovers near 7 percent.
AFL-CIO President George Meany on Labor Day criticized the Carter administration for offering only Band-Aid solutions to unemployment and urged passage of the Humphrey Hawkins Full Employment and Balanced Growth Act.
