President Truman proposes yearly universal military training for about 1,000,000 youths ages 18 to 20, with possible entry for 11 year old high school graduates with parental consent. About 700,000 would enter army training and 300,000 navy, in a staggered intake under Army and Navy supervision.
A proposed army training program outlines four phases from nine weeks of basic training through specialist and team-work instruction, plus four weeks of field exercises. It includes optional college courses, morale and physical training, and post-year options such as general reserve, regular army, National Guard, or extended training via the Air Corps.
