Nelsonville City Council at a special session approved creating a five member Recreation Commission sponsored by the Ministerial Association. The move funds indoor programs for the year and seeks state approval for a health nurse, with $150 matched by the Board of Education and later requests for 1946. The measure allocates $600 for board discretion and $200 for general relief, financed by excise taxes. two education board members are required on the commission. The program aims to support child welfare and safe recreation, with records kept by the city auditor and reports to the State Department. Interlinked steps require state welfare director approval before the program becomes a separate relief area. One-half of disbursements are state-covered.
