Residents along the Ohio River towns watched the crest pass with little incident in Pomeroy. The upper valley suffered death and destruction, while Gallipolis and Wheeling reported differing damage assessments and ongoing flood stories on pages 2, 5, and 11.
Secretary of State Dulles travels to Paris to work with Western European diplomats on detailed terms for West Germany’s inclusion in the anti Communist defense alliance. The talks follow broad agreements on sovereignty and German rearmament and focus on arms control and the scope of a broadened European military group.
Law officers in Waverly Ohio captured 17 year old Lenn Gibson of Akron who had escaped from the Boys Industrial School. Gibson rammed a blockade of three police cars in an iron truck and was to be returned to the institution today.
Mrs. Earle H. Fitch of Middletown sues for divorce claiming her husband George H. Fitch of Los Angeles caused another woman to impersonate her in Clark County Commons Pleas Court. She asks the divorce record be stricken.
Harold K. Schellenger of Columbus was elected president, succeeding Dr. J. Gordon Howard of Otterbein College. Guy O. Sark of Asheville was chosen treasurer of the Ohio Council of Churches.
The Utah State Central Committee accepted the withdrawal of congressman Douglas R. Stringfellow after his admission of fabricating a World War II hero story. Replacement candidate Dr. Henry Aldous Dixon faces Walter K. Granger in the November election amid party guidance. Nixon campaigns across 10 states with Eisenhower discussion cited. Look magazine poll predicts Democratic gains in House and Senate.
Maj. Gen. Samuel D. Sturgis Jr. envisions a great river linked mid American trade system from Gulf of Mexico to Montreal and from Pittsburgh to Omaha. Speaking at the Ohio Valley Improvement Association, he praised Gulf Intracoastal Waterway progress and urged completion of Missouri River and Calumet sag bottleneck to unify the Ohio Mississippi Missouri Gulf streams into one federated economy.
The United Rubber Workers and B F Goodrich Rubber Co sign a master contract in Columbus extending through April 1 1957 covering nine plants and about 15000 workers. Local wage terms to be set later with possible 60 day notice for wage scale reopenings. Pickets appeared at three plants before being called off after a new offer.
A Wabash passenger train and a work train collided on the St. Louis approach to a Mississippi River bridge injuring thirty seven. Most treated for cuts and shock and released. twelve kept for observation with no serious conditions reported.
Former Sen. Harry Cain of Washington state will address Ohio audiences in Hamilton Ravenna and Barberton across today and tomorrow. Cain serves on the U S subversive activities control board and will discuss GOP positions and national security topics.
Two men, Robert Cook and Frank Leaghty, jumped into the Mahoning River to save a 61 year old woman who had leaped from the Marshall Street bridge. The woman said she was distressed over an eviction from her home.
The Citizens for Eisenhower Committee announced Defense Secretary Charles Wilson will address a crowd October 29 at the University of Dayton field house.
Rep. George H. Bender charged the Democratic party is the tool of the CIO, claiming it received a 100 percent mark from the labor group and votes with CIO on all issues. He called Democrats rubber stamps while campaigning in Hamilton County with Gov. Rhodes.
Senator Burke at a Democratic rally cites a 70 percent rise in business failures in the first year of the Eisenhower administration. He says most failures hit small businessmen and that the 100 largest corporations captured 64 percent of defense contracts, condemning GOP leaders as calloused toward small business.
Forecaster William Kennedy reports October is already the wettest on record in Cleveland with 7.85 inches of rain. The prior October record was 6.75 inches set in 1926, while the all time monthly record is 9.77 inches in June 1902.

Hollywood’s Tyrone Power and Linda Christian end their five year marriage in Rome. They cite incompatibility over careers and plan to remain in their respective fields while pursuing new projects. Power heads to New York for stage rehearsals after finishing Untamed.
Albert Cohen, a candidate for the Colorado House of Representatives, spent the day distributing 500 campaign matchbooks bearing his smiling image and a plea to vote Republican. He is attempting to collect the matchbooks again, while Cohen is described as a Democrat.
Chester le Street coroner's jury ruled Ernest Hogg aged 48 died by suicide in his car frame, placing his head through a window and constricting his throat until death occurred.

In Butler Pennsylvania Mr. and Mrs. Frank Morris marked a double milestone. Mr Morris turned 100 years old while his wife, now 82, celebrated sixty years of marriage. She cited his daily oatmeal as the secret to his longevity.
New York Senator Irvin M. Ives Republican gubernatorial candidate plans a statewide radio television address to reveal a shocking situation involving Averell Harriman Democratic rival. The announcement provides no details on the charge. Harriman’s camp could not be reached for comment as Ives cuts short an upstate tour amid trailing polls.
Fire early today engulfed and destroyed the Cleveland Builders Supply Co warehouse in Wickliffe. Firemen could not yet estimate the damage or determine a cause of the blaze.
Bremerhaven report notes West Germany can join the seas within 24 hours after ratification, aided by U S Navy trained crews. In Bathurst New Brunswick a Canadian couple welcomed quadruplets three girls and one boy to Mrs. Lawrence Doucet 24. The premature babies were placed in incubators with medical staff reporting mother and infants well. Father is a 35 year old truck driver and their only other child is a 14 month old girl.
Defiance College will inherit the flag that flew over the Capitol on President’s birthday October 14. President Kevin C. McCann, on leave as a White House adviser, will authorize use of the flag for college occasions.
