The Senate rebuffed Nixon on two fronts and overridden his veto of a water-pollution control bill by a 52 to 12 vote. House action was planned to seek a two-thirds override. The chamber also eliminated a $250 billion spending ceiling from a debt-limit bill.
Presidential adviser Henry Kissinger lands in Saigon to join U S and South Vietnamese officials in a major review of Vietnam war policy and Paris peace talks. Gen Creighton Abrams also arrives for a week long military assessment as Thieu resists a coalition government.
