Great Britain plans for a German air bombing campaign as experts observe Poland. Britain reorganizes air defenses with underground shelters and precautions. Incendiary bombs, dawn raids, and large water and food stockpiles are emphasized in preparations.
Administration and isolationist Senate leaders reportedly agree on proposed changes to Roosevelt era enforcements. Aimed at allowing American vessels to trade with safe war risk ports including Australia, the plan would define non dangerous zones by specific ports or countries. Joseph Francell, named New York executioner, wore dark glasses to avoid neighbors as his appointment became public.
