Position For Hanoi Settlement Improved By Pyle

Hanoi's 1972 offensive in South Vietnam improved the Communist position for a settlement though it did not achieve a decisive victory. The center of gravity shifted toward Saigon with renewed attacks expected near the capital, timed to USA elections. Thieu insisted any cease-fire cover all of Indochina and be internationally supervised. About 408,600 people were under Communist control, 11 times higher than at the start of the offensive, with areas deemed no man’s land in dispute.

The force occupied the hamlets Friday and Huong Phuong on Saturday, cutting Highway 13 to Lai Khe, 30 miles north. A U S source said Saigon’s threat remains limited by defensive strengths of South Vietnamese forces and lingering enemy weakness.
