Plains area sewage plan outlines costs and funding
The Plains proposal details estimated costs for a sanitary sewer project with $300 per building site plus about $5 monthly service. Initial assessments and a user fee would fund construction, with a 20 to 50 year facility life depending on growth. Desmond warns Ohio will require sewer systems eventually, and HUD funding faces delays due to federal budget cuts.
