Defense Secretary McNamara returns to Washington from Vietnam with a massive report for President Kennedy. The study weighs whether Communist forces can be beaten while sustaining Diem's regime and what would happen if Diem is overthrown.
The Defense Department directs an off base equal opportunity inventory to identify racial discrimination near bases. Assistant Secretary Norman Paul set a November 8 deadline for replies and provided a three page form with 17 questions covering local customs laws and police treatment of Negro and white service members.
Senator Barry Goldwater asserts no fundamental shifts in his positions and rejects hedging for the 1964 GOP nomination. He notes only a possible shift on supporting federal suits to enforce school integration with restrictions, while opposing federal force to desegregate except per constitutional limits.
The Little Hoover Commission urges abolishing the State Library Board and moving the state library operations from the State Office Building in Columbus to a campus facility at Ohio State University. Governor Rhodes says he will consider the recommendation as part of a broader government study.

Point Pleasant Mari etta Manufacturing Co reports a 100 percent walkout by over 600 workers including electricians carpenters boilermakers operating engineers pipe fitters machinists and painters. Picket lines began at 6 a.m with about 100 people around the yard as a meeting between union reps and company men eyed contract terms set to expire at midnight Oct 8.
The Kennedy administration denounces the Penn Central merger as harmful to rail competition while endorsing two other eastern consolidations. Asst. Atty. Gen. William H. Orrick Jr. delivers a broad policy statement at the end of the hearings before the Interstate Commerce Commission, though not legally binding.
In Birmingham Alabama a third white man was arrested as police continued the racial bombings probe. John W Hall 36 of Gardendale was charged with illegal possession of dynamite after more than 100 sticks were found hidden in a wooded area. He posted bond set at 300 dollars.
Jack Eads aged 25 of Huntington died at St Marys Hospital after a three car collision on Route 2 in Cabell County. His wife Nina Siders Eads and children Jack Edward Eads Jr and Sandra Gayle also perished. Virgil Smith Jr. Also killed. Eads worked for New York Central Railroad and funeral plans are pending.
Jacqueline Kennedy arrived in Athens aboard a TWA jet to begin a 15 day autumn vacation in Greece. Her sister Princess Lee Radziwill and U S Ambassador Henry R Labouise met her at the airport. They drove to a rented villa on the Saronic Gulf as Secret Service noted she requested oxygen due to fatigue on the Rome to Athens flight.

A head-on collision on Route 93 near Shawnee, Perry County, left two dead. David Rush 84 of New Straitsville and Verna Lucille Daugherty 57 of Junction City died. James Daugherty 62, husband of Verna, was injured. T J Horden in New Straitsville also injured. Bodies and funerals arranged in local homes.

Hurricane Flora looms over the central Caribbean threatening southern Hispaniola with gale winds. The U S Weather Bureau expects the storm to pass about 120 miles south of Barahona in the Dominican Republic and within 100 miles of the Haitian peninsula by early tonight. Residents are warned to prepare for heavy rains and winds up to 99 miles an hour.
