Ohio Governor Rhodes announced in Columbus that legislation will create seven new four year colleges in the 108th General Assembly. The plan, later expanded to include OSU Lima and Kent State Ashtabula, aims to open by September 1973 to relieve campus pressure and let students earn bachelor degrees at home. Prime sponsor would be Sen. Robert J. Corts, representing Elyria and including Lorain and Mansfield areas.

Allied armor, infantry and air units fought North Vietnamese forces twice north of Saigon near a base attacked earlier. Twenty enemy soldiers were killed, one American died and nine were wounded. The border fighting damaged armored vehicles and artillery, including Sheridan tanks and 155mm howitzers. Three NVA were killed by U.S. defenders.

Senate approves bond interest rate rise to 5 percent
The Senate sent to President Nixon a bill raising savings bond interest from 4 1 2 percent to 5 percent for future issues and retroactive to June 1 for 52 billion dollars of bonds currently outstanding. The Joint Chiefs endorsed the chemical weapons stance as deterrence while not using such weapons. The Pentagon said 15 000 military personnel abroad would be reduced and 19 consular posts closed 17 in the western hemisphere.
