Defense Department plans a 142000 manpower reduction for the Army in the new fiscal year starting July 1 1954. Assistant Secretary John A Hannah said the goal is to trim non combat support staff without harming divisions fleets or air wings while keeping Far East strength steady until Korea peace is secured.

FRANKFURT Germany Germans traveled between East and West Germany without interzonal passes for the first time since 1945. Traffic at major crossing points was lighter than usual as many doubt the eight year old restrictions are lifted. Pass rules were set by the four occupying powers after World War II requiring only regular IDs for East Germans entering West Germany.

A truck and car crash on U S 21 about five miles west of Cambridge, Ohio, killed 54 year old Mrs. Lela P. Bragg and injured two other car occupants. Bragg died on arrival at Guernsey Memorial Hospital.
A new 375000 dollar bridge over the Olentangy River in Delaware Ohio has opened to serve U S 42 traffic. The span replaces an older crossing and improves local transportation routes.

Harold Lloyd Burkhardt 18 of near Camden and Richard Nolan 22 of Middletown and Youngstown were bound over to the Butler County grand jury on murder and armed robbery charges. They allegedly beat Herschel Sorrell 31 of Middletown during a robbery attempt, leading to his death. both pleaded innocent at arraignment.
An Ohio University freshman, Ronald Rockwell 18, of Westlake, sustained a head laceration and leg injury after a two car collision at the Route 33 664 junction near Logan. William Hannon 72 was fined 15 for failing to yield. Other students in the car included Melvin Travers Jr 18 Jean Newell 18 and Terry Inwood 18. They resided at Scott Quadrangle and Lindley Hall and were en route home for Thanksgiving.

William Clark chief justice of a three man appeals court in Frankfurt said he would ignore a State Department dismissal order and challenge the department to remove him. He described Dulles envoy cable as declaring him surplus and vowed to continue leading the court. He said Conant refused to meet him and called him a messenger boy.
Canada conditionally agrees to let American authorities question Igor Gouzenko about the Harry Dexter White case under Canadian auspices. Foreign Secretary Pearson announces in Parliament while noting U.S. fallout with Brownell and Hoover. Gouzenko has lived under protection since 1946 and may refuse public release of any findings.
No progress was reported after a further conference between North American Aviation and the CIO United Auto Workers. Talks followed a month long strike at plants in Los Angeles Columbus Ohio and Fresno California. Washington report shows living costs rose two tenths of one percent from Sept 15 to Oct 15 setting a new record. Ewan Clague of the Bureau of Labor Statistics says inflation period appears over and costs may ease next winter. Costs are 1.1 percent higher than a year ago and 13.4 percent higher than June 1950.
