The Atlantic Steel Co. executive in Atlanta notes that Negro workers have long comprised 25 to 30 percent of the workforce but fears they will lose ground as new machines are adopted. He says the colored workers mostly fill low-skill jobs that are being eliminated.
U S Department experts plan to question Yale Professor Frederick C Barghoorn to learn why Russia charged him with spying. Three top U S officials Llewellyn Thompson William R Tyler and Richard H Davis may ask questions as the case affects U S Soviet relations and cultural exchange talks.
Secretary of Defense Robert S. McNamara stated the United States possesses a strategic nuclear deterrent far superior to the Soviet Union and mobile conventional forces armed with tactical nuclear weapons at least equal to what the Soviet bloc could mobilize in Europe. In a speech to the Economic Club of New York, he dismissed claims of excessive strength or risks from unilateral disarmament and cited Cuba and Berlin as experiences shaping future challenges.
Four month old James Michael Henderson died after an Alaskan malamute dragged him from a car and mauled him. Police say the father James F. Henderson, 20, had left the infant briefly as the watchdog attacked, with the dog later euthanized. The mother Kathryn, 17, was with the family when they found the baby injured in the driveway.
The AFL-CIO's 167 member general board announced a campaign to mobilize millions of union members for labor allies in next year's elections. They criticized registration hurdles and literacy tests, pledged local registrar names, and cited Michigan Governor Romney's re registration policy as regressive. Adlai Stevenson then urged labor help against right wing extremism.
In Hocking County a Monday recount gave Republican Wilbur W Lanning two more votes to defeat Democrat Robert W Bateman for First Ward council. The recount found mistakes in three of four First Ward precincts. Two more Logan recounts are planned for city offices.

Senator Goldwater says he will not stop supporters from entering Pennsylvania delegates in the April 28 primary. Governor Scranton is unsettled by the unfolding effort as Goldwater delays a formal 1964 nomination decision. Scranton plans to meet Goldwater to discuss the situation.
The Toledo Newspaper Guild announced a strike response would publish a daily union paper called the Record if the impasse with the Toledo Blade Co is not settled today. The eight column paper would employ union staff and publish at least five days a week.
District fire warden Ed Chesser reported Sunday and Monday outbreaks destroyed 84 acres before suppression. The largest blaze, 4.5 acres, occurred in Reading Two and other fires included 1.5 acres in Scipio Township Meigs County 0.7 in Bern Township Athens County 65 acres in Carthage Township Athens County and 0.2 in Westley Township Washington County. A 1 acre fire in Letart Township Meigs County was extinguished by local personnel. Firefighters focus on suppression as conditions remain dry and dangerous.
The Athens Messenger did not mention Lincoln's Gettysburg Address in its issues around the 100th anniversary. The paper instead highlighted Edward Everett as the main figure, while Lincoln’s 269 words drew little attention from publishers and readers of the era.
Logan Hocking County commissioners voted to vacate County Road 04 at Rockbridge with an assurance from the State Highway Department that a flood free escape route will be provided. The plan includes a removable guard rail open during high water. They also urged blacktopping and ditching Route 796 through Rockbridge before county highway placement.
Ally Gen. William B. Saxbe warned about 120 writers who issued bouncing checks totaling about $35,000 to the Taxation Department for sales taxes. The checks were sent to Sasbe for collection and may lead to criminal charges with fines up to $200 and up to three years in jail.

In Tuscaloosa Alabama police questioned an unidentified man after the third dynamite explosion in three days near the University of Alabama. The blast tore a street hole, shattered windows, and occurred four blocks from a dormitory housing a Neuro student, Vivian Maclone.
