Democrats in Ohio reached a breakthrough in a joint conference committee by deleting a provision that would have allowed police and fire personnel to strike. The sponsor, Sen. Harry Meshel, said the change may doom that key issue but allows the bill to advance next week.
About 2,000 delegates elected or appointed will craft recommendations on women's problems for President Carter and Congress. Up to 18,000 observers may attend the four day National Women's Conference in Houston. The IWY Commission funds total 5 million dollars amid protests of representativeness.
A 60 member Egyptian party arrived in Israel to prepare for President Anwar Sadat’s weekend visit the first Arab leader’s visit since 1948. Sadat will meet Prime Minister Begin in Jerusalem with a Knesset speech and possible private talks. Protests from Arab nations and the PLO greeted the trip though Sadat accepted Begin’s invitation to visit.
A federal judge rejected a last minute bid to block Ohio’s 56 delegates to the International Women’s Year convention in Houston. Judge Carl B. Rubin said no injunction would allow the delegates to be barred, noting the time constraints and acknowledging potential fairness issues raised by a coalition of nine groups.
Sue Gettys for NOW argued that Right to Life groups caused the confusion during the hearing. Rubin admitted difficulties but the record shows no proof the confusion substantially interfered with voting. Catherine Ribnick of the DOJ urged full delegation presence in Houston. Bloch noted Ohio had 10 delegates at large could attend.
Gov James A Rhodes anticipated signature on legislation creating an Ohio Department of Energy and imposing a coal tax to spur use of Ohio mined coal. The measure passed 76 11 with Senate amendments. tax rates range from 40 cents a ton for low sulfur coal to 15 cents a ton for in state high sulfur coal with cleansing equipment. Ten percent of the $13.6 million annual revenue funds the energy department and as much as $3.5 million funds a coal research lab at Ohio State or Ohio University.
Congressional conferees inch toward a compromise energy bill with doubts about completing this year.Sen. Bennett Johnston notes slow pace while Carter stresses domestic program impact. Key disputes include natural gas price controls and energy taxes.
