Negotiations begin on a new wage scale for the central competitive field as miners and employers form committees. Though some push for a five day week and six hour day persists, both sides show conciliatory tones and a possible temporary agreement amid war time conditions. Reports say some miners return to work while others refuse, and troops are withdrawn as riots fears subside.
At Moberly Missouri a mob of over a thousand masked men hanged four Negroes after they were accused of robbery and beating Edward Thompson. One killed by a broken limb as the noose failed at the same tree. A second line of reporting notes in Washington President Wilson rejects the Lodge reservations in the peace treaty vote and predicts battles over ratification and possible separate peace options.
Cincinnati authorities pursue new lead in the nine day missing case. A man with a girl matching Emily Gump’s description was seen boarding a train to Dayton the day after her disappearance. The mother, after extensive searches and a spiritualist guided hunt, accepts the possibility the girl is dead.
Attorney General John G. Price announced the appointment of Charles G. Williams of Coshocton as special counsel in the attorney general’s department. Williams has served over four years on the movie censor board and is a Republican. Governor Cox will appoint a Democrat to succeed him on the board.

Despite campaign violence in major cities, election day went quietly with balloting continuing in Turin Florence Bologna Genoa Naples and Lodi where former Deputy Treves urged that revolution in Italy is impossible as voting remained light.
The Cleveland city council will begin negotiations for a public sale of sugar at three municipal markets. Council President Harry C. Gahn said the city will ask US District Attorney Wertz, who is compiling a list of refineries with large sugar stocks. Pasadena business circles received word from the economic ministry that diamond prices are set to fall, a development announced to the local board of trade in Pasadena, California, today.
A freight engineer ignored a signal on the Philadelphia to Harrisburg line near Lancaster causing an eastbound extra freight to side swipe a passenger train. One killed, reports varied but officials confirm only the freight engineer died. telegraph lines at the scene were down hampering communication.
