Ohio House approves a measure to abolish capital punishment by a 69 to 53 vote, heading to the Senate with fate uncertain. The bill would impose a 99 year sentence for first degree murder with mercy life option, and keeps governor pardon power.
Washington report notes a House economy drive led to a military pay raise vote 227 to 163. Administration seeks to salvage its foreign aid plan by a compromise allowing ECA to spend the cut funds within 12 months with presidential approval to offset the committee reduction.
In New York a woman identified as Mrs. Evelyn Gates of New Hyde Park clung to a 14th floor ledge at the Plymouth Hotel as a crowd watched. A passerby alerted police. a policeman reached through a window, grabbed her wrists, and pulled her to safety. She was hospitalized for observation.
A 25 year old Army Air Force veteran Salvatore La Porta was stabbed to death early today in a struggle with a heavy set Negro woman in front of an East Side dwelling. He named the attacker before dying and a cab driver witnessed the fight as police searched for the suspect. Detective Dimperio said La Porta was released last November from Chillicothe Veterans Hospital after treatment for a mental disorder.
Gov Lausche refused to grant clemency to Frank Henry Millhouse 23 of Cleveland who faces the electric chair tonight for the holdup slaying of Yordan Randoff at a Cleveland auto wash. Accomplice Tony Wilson sits on a life term and George Hightower is still sought.
William Allison 21 of Green Township Mahoning County was awarded 7500 by a jury for foot injuries after stepping on a home made booby trap. He sued Paul Fiscus near Salem for injuries received May 14 1944. Fiscus said he had planted a land mine to catch would be burglars.
Sidney Ohio report says Charles P. Taft Cincinnati lawyer and city councilman told the Sidney Civic Association that any intelligent middle of the road liberal will back U S Senator Robert A Taft for re election next year He praised Tafts intelligent conservatism within the Republican Party.
Clarence B. Ulilum aged 51, a retired lawyer and former Indiana state official, died after plunging from the 14th floor of the Martinique Hotel in New York. Ulilum, an Indiana University graduate, was once mentioned as a Republican candidate for governor and served as inheritance tax administrator in Indiana.
Paris AP says Secretary Acheson and Foreign Ministers Schuman and Bevin reject Vishinsky five point proposal to restore quadripartite control. They warn against returning to paralysis and losing the West German republic. Proposal includes Berlin Kommandatura, Ruhr oversight, and all German state council.
Thirty five workers on the Ohio University engineering building project were idle after an AFL union strike ordered by the local Chilli cothe office. Complications included lack of material transport due to the strike and unknown wage increase details.

The measure would establish a Cleveland county wide municipal court and extend jurisdiction for mortgage foreclosures and land sales while trimming the state budget by about 10 million dollars before passage this week or next.

Two inmates Virgil Miller 19 Dayton and Orge Tansler 18 Cleveland escaped yesterday from the Mansfield reformatory piggery while serving one to twenty year terms for auto theft.
The Prussian controlled German railway system proposed a settlement to the five day Berlin strike by offering West marks pay. Reichsbahn President Willy Kreikemayer announced the terms on Berlin radio as unions consider the plan. Western sector fares would be charged in West marks four times Russian zone East marks. About 12,000 Western sector workers walked off, halting rail transport in the city.
Buckmaster, 55, former president of the CIO United Rubber Workers, was ousted on charges of malfeasance by the rubber workers' executive board in Philadelphia. He vows to appeal at the union convention in Toronto next September and claims a faction harassed him for over a year. Buckmaster co founded the union 14 years ago and was succeeded by H. R. Lloyd of Akron.
Attorney General Clark filed a contempt petition in New York federal court against Univis Company of Dayton and its vice president Roy Marks. The action cites an anti trust judgment from 1942 and accuses them of conspiring with wholesale optical dealers nationwide to fix resale prices of multifocal eyeglass lenses.
