Gallipolis May 22 A merit and demerit system with cash allowances will apply to Civilian Conservation Corps groups per a letter to Judge J B Clark from Major E O Braught of the state relief commission. Five percent of camp strength will get a 45 monthly allowance and eight percent will receive 36 monthly for initiative and exceptional work. Minor offenses in the forest army will incur demerits and reduce allowances.
New York May 22 A pickpocket turned racketeer Irving Wexler known as Wax ey Gordon was captured in a Catskills lakeside hideaway and brought to city police to face income tax charges. Federal agents planned questions about licenses for regal 3.2 beer from his wildcat breweries.
Albert N. Schaefer 72 died at 1 10 this morning at his Lincoln Hill home from hardening of the arteries and other complications. A Pomeroy business figure and former captain of the Cowboy Convoy, he retired in 1920 after the Ebersbach mines were sold. Survived by wife two sons Carl and Dor a daughter Mrs Lily Coates all of Pomeroy. Funeral Wednesday at 2 pm with Scottish Rite ring ceremony and Knights Templar escort burial in Beech Grove Cemetery.
Word arrives of the death early today of Mrs Jeannette Merrick after a period of critical illness at her daughter Mrs Alice Chamberlains home in Columbus. She leaves another daughter Mrs A D Russell of Pomeroy with her at death, a sister Mrs Agnes Moore of Columbus, and brothers Alex Downie of Columbus and W G Downie of Pomeroy. Funeral arrangements will be announced later.
In Quebec on May 22 seven of a 13 man group preparing to dynamite a log jam were killed when a dynamite stick was dropped into their scow. The other six were buried in the river. Forester George Aubrey of Bathurst New Brunswick was among the dead. Surviving lumberjacks carried the bodies to the village of Rigoujeu.
Four powers Great Britain France Germany and Italy accept the Mussolini ten year peace pact draft after Rome approval. Changes were made to satisfy France and the Little Entente limiting revisions to League of Nations terms. Britain awaits German and French accord on its disarmament plan. U S officials say the move strengthens international cooperation on disarmament and reconstruction.
Theft of tires tubes batteries and other auto accessories from the Mulford Garage Cheshire reported by owner Clarence Mulford to Sheriff Elmer Hatfield. Entry gained by a forced combination lock and believed to have occurred between midnight and 6 am Monday.
Pittsburgh report states South Penn Oil Company announced a ten cent per barrel rise for Pennsylvania grade crude oil. Tidewater Pipe Line Company, Ltd added a similar increase for crude oil in its Bradford field.
Washington notes praise for Rabbi Wise of New York at a Jewish convention where his oratory outshined Hitler. A Gold Star Mothers ceremony at Unknown Soldier's grave drew attendees as Roosevelt nears end of Congress. A senator foresees lawmakers returning home unescorted.
The House Ways and Means Committee agreed to finance Roosevelt's public works with higher income and dividend taxes and a gasoline excise. The normal income tax would rise from four to six percent and eight to ten percent, with a three fourths of a cent gasoline tax increase. Dividend income would be taxed under the normal rates.

W. J. Walker of the Burn Ohio Coal Association warned in Columbus that ICC freight rate ruling will cost Ohio workers about 20 million dollars in wages. He cited new short haul rate of 1.74 per ton for Ohio operators and 1.45 for long hauls by foreign operators, and urged appeals to state and federal lawmakers for an ICC investigation.
American Jews plan a 1,000,000 fund to rally public opinion for protecting Jewish rights in Germany and worldwide. The fund, approved by the American Jewish Congress, begins with 68,000 raised and targets combatting persecution by the Hitler regime and its international anti Semitism.
Columbus reports the fight over Governor White's ten million sales tax bill reaching an early decision as the Senate and House reconvene. Athens County reports fewer marriages and divorces in 1932. The Bureau of Census figures show 193 marriages and 26 divorces in the county, down from 219 and 43 in 1931 respectively, with Ohio statewide similar declines.
Eugene Oregon May 22 Crime report shows Llewellyn A. Banks, former Medford newspaper editor and orchardist, convicted of second degree murder in the death of Constable George Prescott. Banks shot Prescott when the officer came to serve a warrant over alleged stolen election ballots. Banks pleaded temporary insanity.
