Johnson draft plan clears Senate test but rejects regional boards
The Senate Armed Services Committee approved drafting younger men first and backed a lottery idea only in part. It rejected wholesale consolidation of 4,000 local boards into regional agencies and suggested college students in good standing defer until finishing undergraduate work or turning 24 before reentering the draft pool. The panel left open the question of a true lottery system and noted the need to extend draft authority beyond June.
