Governor James A. Rhodes wins approval for a $290 million bond issue and two other programs in unofficial results. He loses the House reapportionment question as Democrats and labor back a rival plan, sending the issue back to the legislature under a one man one vote ruling.
The Organization of American States peace commission announced a final truce accord after talks with the military junta in Santo Domingo. U S Marines extended the refugee international zone, moving to include embassies of El Salvador Guatemala and Ecuador amid continuing unrest.
In New York the United States resists calls for rapid withdrawal from the Dominican Republic. Adlai Stevenson signals continued troop presence until OAS guarantees order under a constitutional government. Uruguay denounces the Johnson doctrine as inter American policy shifts.
Ohio lawmakers returned for week 16 amid party struggle over a failed reapportionment amendment. Democrats greeted the loss and expect a new plan before November and a federal deadline. House Speaker Roger W Cloud noted difficulty in securing a three fifths majority. In the Senate, a proposal to let minors under 18 play pool with parental supervision passed 23 to 8.

In Hayneville Alabama defense attorney Matt Murphy Jr calls FBI informer Gary Rowe a liar as he cross examines him over testimony that Leroy Wilkins Jr 21 fired two shots into Viola Liuzzo car the night of March 25 close by Lowndesboro. Rowe testified Wilkins sat on the back seat while Eugene Thomas 42 and William Eaton 41 of Bessemer drove and Eaton fired a 22 caliber pistol.
Senate leaders Mansfield and Dirksen plan to invoke cloture next week to end debate on the voting rights bill. Ellender accuses them of bad grace as Southern senators push for faster action. The move would cap debate at one hour per senator and set time limits on amendments with a vote slated for next Wednesday.
Suffolk Superior Court Judge Forte scheduled a hearing after Garrett H. Byrne filed a petition to halt the May 25 heavyweight title bout in Boston. Byrne alleges promoter issues with Sam Silverman and Intercontinental Promotions lacking Massachusetts licensing, naming both boxers in the action.
