He opposes outright repeal of the Eighteenth Amendment but supports national control via Congress and possible changes by future generations. He believes the repeal debate will go nowhere and cites limited state support.
Reconstruction Finance Corporation reports cash advances of 2.26 billion dollars since February 2, 1932 with about 465 million repaid. Banks and trust companies borrowed over 1.03 billion, railroads 335.8 million, state entities 232.5 million, and regional agricultural credit groups 106.9 million with minimal repayments. By April 22 the RFC bought 13.06 million in preferred bank stocks to aid bank reorganizations under the March 9 act, with plans to continue bank support over large direct loans.
President Jouett Shouse of the Association Against the Prohibition Amendment outlined the status of repeal progress. He listed states that have ratified the repeal amendment Michigan and Wisconsin and noted forthcoming elections in Rhode Island Wyoming Nevada New Jersey New York and Delaware. He also summarized legislation and legislative activity across other states.
Four people were treated at Holzer Hospital after weekend automobile crashes near Gallipolis. Frank McGown, 50, of Vinton, suffered head injuries and possible skull fracture from a crash between Gallipolis and Vinton. He was left at the hospital door by three colored men who fled. Bernice Mills, Pauline Mynes, and Merrill O'Dell were admitted after their coupe overturned on SR 11 between Jackson and Richmondale. Mills sustained a fractured thigh, broken wrist, and head lacerations. Mynes and O'Dell had bruises and lacerations with no broken bones. Dan Wigener also suffered bruises en route to Columbus.
Edouard Herriot received government approval of the tariff truce drafted with President Roosevelt in Washington. The truce bars tariff hikes until the world economic conference opens, and allows France to impose a compensating surtax after the conference begins if the dollar falls sharply in exchange.
The report says long term indebtedness of the United States amounts to 40 percent of total wealth and consumes 20 percent of national income, hindering recovery. It estimates corporate and government and individual debt at 134 billion dollars versus 75 billion in 1921, noting 60 percent of farms are debt free and farm debt makes up seven percent of all debt.
Five children of Mrs. Martin Stepkovich were assaulted with an axe at their Siberia home near Franklin on May 1. Three children were feared to die. Mrs. Stepkovich was away when the wounded were found. police indicated she was seen entering nearby woods.
Columbus reports Gov. George White drafts a revised taxation plan for a 2 percent sales tax with exemptions up to 2500 for married couples and 1000 for single filers. If approved the tax could raise 20 to 60 million annually and finance schools and operations. The Joint Legislative Taxation Committee plans to review by May 15.
Washington May 1 Envoys from Argentina Italy Germany and China head to Washington for tariff reduction and economic talks aimed at stabilizing prices and avoiding new import quotas before the June World Economic Conference. Ambassador Tomas LeBreton of Argentina is among those expected. Signor Guido Jung Italy’s finance minister to discuss war debts and economic issues.
George Ward a 13 year old from Bidwell was admitted to Holzer Hospital with a gunshot wound to the abdomen from a gun he was playing with. Doctors say his condition is not serious and he is expected to be discharged to his home in a few days. The bullet remains in his abdomen.
Marietta May 1. Cas sium O Dye 6 of Caldwell a judge in Noble County common pleas court for eight years died at a hospital from a gunshot wound apparently self inflicted at his home Sunday afternoon. Coroner Tom Rossiter will conduct an inquest. Dye a Morgen County native was a noted Democratic figure who had served as county prosecutor and Probate judge.
Washington reports a farm relief plan seeks to reduce surpluses by farmers plowing under parts of their land and replacing with grass or non competitive crops. If adopted, participation would be required to receive benefits, with hearings planned for dairy interests if disputes arise.
Martial law expanded to a third Iowa county as National Guardsmen arrest about a dozen farmers accused of dragging Judge Charles C. Bradley from court and attempting to hang him amid protests over mortgage foreclosures. Trials may begin. defendants may hire civil counsel as troopers keep watch. fear and revolvers mark churches and towns.
Mrs. Kyle Ross invited members of the county grand jury that indicted her husband on arson charges to inspect the fire swept home. She led guests through the wrecked rooms while Kyle Ross spoke of a possible political plot behind the fires and a prior informant.
Ed Sorgen, once known as a local healer, was freed on a $200 bond in Marysville Ohio after arrest for practicing medicine without a license. He was arraigned Saturday, pled not guilty, and bound over to the grand jury based on a complaint by Herbert Angell alleging guite and leprosy treatment. Sorgen previously traveled to Magnetic Springs in January.
The $98 million waterways improvements bill prepared for House introduction by Rivers and Harbors Chair Mansfield would affect Lake Erie ports in Ohio. Mansfield said the plan, while not an administration bill, aligns with Roosevelt's public works program and has backing from the President and Budget Director Douglass as part of unemployment relief constructions funding.
