A car bomb near the U.S. Embassy in Saigon killed at least 17 and wounded 100 plus. An American secretary and a U.S. military police officer were among the dead and 47 Americans hospitalized. Police connected the attack to a planned plot and noted a prior failed bombing warning.
A Warren BP rail road worker was arrested early today in a bar while being questioned in a mystery case. In custody is Charles DePietro, 56, of Girard. Authorities traced the information from the wounded man.
Gov Wallace holds midmorning talks with a mixed group of Alabama business leaders ministers lawyers and professors to discuss racial issues. Dr Martin Luther King Jr traveled to Detroit to attend Viola Liuzzo funeral and Negro leaders plan three memorial services in Alabama.
More than 25 000 marched on the state Capitol while Wallace was absent from his office. In Washington lawmakers debated King’s call for a nationwide boycott of Alabama products and possible investigations of the Ku Klux Klan and other hate groups amid racial tensions. Senator Javits questioned the wisdom of the boycott strategy.
Senator Sam J. Ervin Jr. proposes a substitute for Johnson voting rights legislation. The plan would authorize federal registrars in areas with certified racial discrimination under the 15th Amendment, subject to judicial review. States or counties could contest findings in court before registrar appointments.
The National Guard Bureau issued new regulations to withdraw federal recognition and funding from any unit that discriminates against Negroes. Separate orders for the Army and Air National Guard require penalties for discriminatory enlistment, assignment, promotion or similar actions. The move follows a year of effort to remove racial barriers, with states previously lowering such limits. Denial of federal recognition would force states to fund their units entirely, as the federal share stands at 90 percent.
Thirty six bodies recovered from the mud at El Cobre Chile after a Sunday quake. Officials say no Americans killed or injured. Earth tremors continued Monday with no new casualties. The disaster flooded El Cobre when a 230 foot dam of rock and mud burst releasing debris.
In Columbus the legislature weighs a bill to exempt owner occupied dwellings of four units or less from a new voting requirement. The measure folds in exemptions for doubles and rental rooms in such properties. Speaker Roger W. Cloud and others discuss the near final form this morning.

Humphrey argues the Great Society protects dignity and freedom at home and abroad. Burch contends GOP dominance would curb representative government and individual initiative.
