Secretary Baker visited the Belgian front and spoke with King Albert amid raiding and artillery fire tied to a British drive. French forces on the right join the line as Bossaultincourt slaughter is described, with German pressure easing thanks to French aid and intensive artillery action.

Washington March 23 With the German drive failing to halt Allied shipping the policy shifts toward saving and seizing vessels. Officials say over 2,000,000 tons of shipping will be saved by acts seizing Dutch and other neutrals ships to supply needs. A joint probe by the Shipping Board Navy Department and Railroad Commission will study loading facilities at Atlantic Pact and Gulf ports and legislation to speed up customs and free ports. Modern dock and rail infrastructure will be built as a result.
Chauncey Ohio March 23 union locals vote a two percent check off for the Athens county Chest Fund. Supt Morgan of Athens spoke at the meeting noting the move as liberal and timely for the twenty five workers living nearby.
Columbus reports the state public utilities commission plans within two months to order industrial and manufacturing concerns to shift from gas to coal. A gradual gas supply decrease and possible domestic curtailment to favor industry drives the move.
