Rainfall totaled 0.44 inches with temperatures 73 at peak and 34 this morning.
Ex President Herbert Hoover returns to private life in Palo Alto California resuming a normal life after four years in the White House. Mrs Hoover arrives Sunday night to prepare the home on San Juan Hills for the couple's homecoming. Rumors place Hoover as a potential supervisor of the Hoover Memorial Library he started at Stanford and he remains a trustee of the university.
New York March 21. A return to Liberty Loan methods of government financing was forecast by authoritative financial quarters. Refunding of government debts by long term bonds sold to the public in denominations as low as 50 dollars or possibly 20 dollars was planned to end treasury dependence on banks, reduce debt service by refinancing at a lower rate, and widen personal interest in government finances.
A letter from Beverly Hills mocks Orlando Florida for suspending six civic clubs and one Chamber of Commerce for 60 days. The writer jokes that need to eat with families would improve lunch conversation and criticizes recent civic activism. The piece closes with a satirical blessing to Orlando.
Auditor J Clyde Edmundson announces due dates for Athens County personal income tax filings by March 31 with possible April 10 extension. Dr. E. B. Bryan, president, announced a temporary moratorium on the usual five dollar diploma fee for seniors graduating in June. He said the exemption is for this year as the graduating class endured four lean years and remained stable at fifty four students.

Paris March 21 France neared payment of the suspended December 15 war debt installment of about 20 million dollars to the United States. The Foreign Affairs Commission of the Chamber of Deputies would study the payment motion by Rene Richard before sending it to the Finance Commission. The Radical Socialist group led by Edouard Herriot debated the issue and urged awaiting the government's position while Socialists sought an explanation of the debt situation.
In Xenia area, March 21, a gang used explosive charges to blow the Bowersville Bank vault, fleeing with 3000 to 5000 dollars in cash and bonds. Half the men roamed the town in an automobile threatening residents while the others blasted the bank interior. They fired two flares to signal residents indoors.
President and Mrs. Roosevelt served a thrifty White House luncheon costing seven and one half cents per person. The menu included hot stuffed eggs with tomato sauce mashed potatoes bread prune pudding and coffee. Mrs. Roosevelt noted similar low cost meals for immediate family only with fuller menus for guests.
President Roosevelt sent a special Congress message proposing 250000 jobs by early summer via a reforestation and flood control program. He urged creation of a Federal relief administrator and three-part legislation for quick public employment state relief grants and a broad public works program. He cited Ohio flood damage and emphasized use of unobligated funds with a civilian conservation corps focused on forestry and erosion prevention.
The Taxation committee of the House reported for passage the Emmons Bill to legalize and tax betting on horse racing. The vote stood 14 to 1. The committee refused to amend the bill to include dog racing.
The Ward Bill as amended by the Senate goes to the House for approval. It raises the vote needed for public bond issues from 6 to 65 percent and for levies from 55 to 65 percent, except current school expense levies which require only a bare majority.
Secretary of State George Myers charges that an investigation found definite footprints of fraudulent acts in the State Highway Department. He urges Governor White to remove State Highway Director O. W. Merrell and Auditor W. D. Van Ness. The dispute centers on a $7,000 Michigan parts purchase vs a $11,304.42 bill to Logan Hack Auto Supply, with Merrell and Van Ness signing the voucher. Auditor Tracy redirected the warrant to Michigan and Logan’s bill was reduced to $375, a warrant seized. Myers notes other private parties were involved and calls for further inquiry.
Bethany West Virginia March 21 Dean Forest H Kirkpatrick urged Bethany College fraternities to cut back spring social activities. He suggested redirecting funds from commencement socials to aid needy students and criticized fraternities for parading "like Bourbon princes at extravagant dinner dances."
Police searched a muddy stream today for Glenn Spidel who vanished from his home Monday. Friends said they saw him playing near the water prior to his disappearance.
Professor John Collins of Miami University, 55, was injured near Latty when his car was struck by a nickel plate freight train. He suffered a fractured skull.
Roosevelt leaders push a gag rule in the House to quiet a revolt against the farm relief program. Democratic leaders fear party discord and loss of Republican support if the bill passes. Opposition, led by Snell, calls the bill a spoils measure rewarding Democrats with jobs.
Farm Board Chairman Morgenthau announced that the Red Cross would assume control of the remaining stabilization relief wheat by August 1 and the remaining stabilization action by October 31.

F A Lambert of Bexley a member of the National Football Rules Committee was taken to a Columbus hospital with a bullet wound in the abdomen. Police report Sam Lambert 17 Bexley High School football player scuffled with his father over a gun during an argument the weapon discharged. The son was not held and the father exonerated him before losing consciousness.
