Slade Fire-brand debate reforms House rules
In 1538 William Slade of Vermont sparked a heated House clash by proposing to refer abolition petitions against slavery in the District of Columbia to a select committee. The dispute exposed pro slavery tensions, led to a ruling barring further discussion without consent, and prompted a rule change to curb filibustering while protecting minority rights.
