Welfare keeps households in poverty says New York official

The piece questions whether welfare sustains or uplifts, noting rapidly rising year end relief figures at federal state and local levels. Four fifths of aid covers dependent children, with others being aged blind or disabled. New York City official Mitchell Ginsberg argued public assistance often fails to lift families to independence. Washington Insight on Kraft Report and Class Bias

The commission’s riots study is seen as revealing tension not only between blacks and whites but also conflict within America’s own class structure. It criticizes educated, upper income Americans for moral pretension while blaming low income whites as scapegoats, urging local government to aid the ghetto through police, teachers, and social workers.
