Secretary of Defense Robert S. McNamara plans to urge President Johnson to continue and possibly increase U S aid to South Vietnam to defeat the Communist guerrillas. After a five day fact finding mission he expressed confidence in Maj Gen Khanh's government and spoke to a Hue rally of about 30 000 supporters with Khanh and Ambassador Lodge present.
