Rescue workers struggle amid rubble as the Balkans quake toll rises to 1085 dead and 6405 injured. Agerpres reports 810 dead in Bucharest and 6,185 injured with 32 buildings toppled. Bulgaria, Yugoslavia report additional fatalities and injuries as international aid arrives.
Outnumbered House Republicans seek Democratic votes to junk the 50 per person rebate and replace it with a permanent tax cut aiming to spur the economy. The plan would broadly reduce taxes with varied benefits by income and favor long term stability over the one time rebate.
Athens residents face a home rule question with a June ballot. City Council moved to place charter commission elections before voters and advance a Capital Improvements Committee plan for major street repairs. Page 2.
Robert Shaw aged 21 from Millfield pleaded guilty to a reduced charge of involuntary manslaughter in the death of Trimble Marshal Ted Holcomb. He had stood indicted for murder and was sentenced to three to 10 years in prison.

Pomeroy council re approved purchase of a tractor from Southeast Equipment Co. and gave first reading to an ordinance placing a tax on amusement devices in the village.
Mayor Violet Hollenbaugh told the city council the state controlling board may grant Nelsonville about 65 000 to cover expenses for street and other repairs caused by the hard winter. Forecast calls for a clear and not so cold night with lows 35 to 40 and a mostly sunny warmer Wednesday with highs in the upper 60s and little to no rain.
U S District Judge Robert M Duncan ruled the Columbus and Ohio boards of education permitted racial segregation in the city schools and ordered a remedy plan within 90 days for the 1977 1978 school year. The decision cites intentional dual systems and ongoing imbalance while acquitting Gov Rhodes and Att Gen Brown.
Cory Moore a 25 year old ex Marine held Capt Leo Keglovic and Shelley Kiggans in Warrensville Heights police say demanding to speak with President Carter. He released Kiggans after 11 hours in exchange for a TV set and news tape and said whites must leave Earth within seven days. No one was hurt.
President Carter meets with Israeli Prime Minister Yitzhak Rabin for a third session at the White House amid Rabin requests to guarantee Israel can defend itself. Rabin seeks 50 F16s and assurances on Ford-era night-vision tech, while discussing Kfir sales and regional security.
A Dayton bowling alley proprietor, Harry George Zavakos, 56, was killed in an ambush outside his home shortly after midnight. He had been threatened in 1952, echoing the death of his father George in 1947, with no suspects or robbery motive identified. Police noted the similarities in timing and location and said no motive or suspects are known.
The Board of Regents agreed to pay 25 000 to a Washington law firm to lobby Congress for Ohio higher education over 30 months. The plan, approved 4-3, waives competitive bidding and names James V. Stanton of Cleveland as a key adviser earning 75 per hour. Grants also include 30 429 for Nelsonville and 50 000 for Crooksville to repair water systems.
