Prompt Action Urged On Racial Turmoil Solutions

Washington AP members of the President's Commission on Civil Disorders join big-city mayors in urging Congress to fund multibillion-dollar steps to solve the nation's racial crisis. The panel released a 250000-word analysis of last year's urban violence and warned that costs, likely funded by higher taxes, are necessary to curb unrest and avert chaos. Mayor Lindsay said the program will be costly but essential, stressing Congress must decide that cost is secondary to saving the country.

Generals Expect Clifford to Consult Them Earlier

Senior officers predict new Secretary of Defense Clark Clifford will seek military counsel sooner than Robert McNamara did. They say McNamara relied on civilians and analysts, with generals consulted after decisions were framed, while Clifford may lean more on the Joint Chiefs of Staff for policy input. Johnson stressed civilian control, signaling no challenge to Clifford’s supremacy. Clifford helped draft the unification act uniting services under one Defense Department, and officials doubt any overt pushback by the generals.
