Ohio Governor Michael V. DiSalle told a joint Legislature crowd that the state has used up 11 years of overspending and must raise about one third of a billion dollars in two years. He urged nine tax increases plus liquor price markup and a record 2.076 billion dollar budget including highways.
Two bills were introduced in Columbus to redraw Ohio congressional districts. One measure reshuffles nine districts, while a Cuyahoga County plan would split the county into four seats. Democrats hold nine of 23 seats. the governor urged a conflict of interest ban for officials.
Comedian Lou Costello died at 53 after a second heart attack within a week. Bud Abbott, watching a Who's on First TV film, mourned as he recalled their split in 1957. Costello asked a nurse for comfort before passing, after sending his wife home from the hospital.
Doctors injected radioactive gold into John Foster Dulles abdomen to reinforce X ray therapy for his cancer. He has received nine dosages since February 20 from a million volt X ray machine at Walter Reed Army Medical Center and plans to resume treatment in a few days.

Gavin faces two indictments for larceny and breaking and entering with Ralph Grasher Jr. of Portsmouth, tied to a revolver theft and a $94 tavern burglary.
Carroll Smokey Darst 51 of Dexter faces a charge of shooting with intent to kill after Saturday night wounding of John Brogan at the Darst home. Darst pleaded innocent at arraignment before County Court Judge Emmet W. Peoples and was released on $2000 bond. Brogan was hit by a shotgun blast in the Dexter kitchen following an argument in the presence of Darst's wife.
In Albuquerque the Air Force disclosed that it fired nuclear designed nose cones through the atmosphere at speeds exceeding 17000 miles per hour. The test simulates conditions for ballistic missiles re entering the atmosphere.
Governor DiSalle proposes to raise 37 million in two years through liquor and cigarette taxes, beer, wagering, corporation taxes, and sales tax changes. He would direct funds to education and state salaries, with 20 million saved by dropping prepaid tax stamps and switching to postpayment, though a 29 million lag is expected in the first year.

President Eisenhower told reporters that general mobilization would be futile and disastrous for the free world. He defended the 15 minute SAC alert and opposed airborne bombers on constant alert while acknowledging future needs against missile attack. He warned NATO mobilization could create garrison states draining civilian resources and reiterated the U S would act quickly if under threat of missiles or planes.
Western diplomats in Moscow say Khrushchev has reached a point of no return on his plan for a separate peace with East Germany and to grant East German Communists control of Allied supply lines to West Berlin. Macmillan warned that the West will not concede without viable alternatives, signaling a tense early phase of postwar diplomacy.
