President Johnson sent a broad health and education plan to Congress aiming to feed disadvantaged children and fund elderly meals. He urged an advisory panel on alcoholism and a health research center while asking for new funding and expanded grants for health services and education.
The House planned to vote on President Johnsons 4.8 billion Viet Nam military fund as Speaker McCormack and Leader Mansfield predicted approval. Senate action expected by weeks end with broad support after Johnson White House talks. The debate centered on escalation and funding for emergency military use.
Sen. Stephen M. Young escalates with insults toward Rep. Wayne L. Hays and Rep. Robert E. Sweeney as the House lawmakers apologized for a Viet Nam war remark about Secretary of State Dean Rusk. Young accuses them of censorship and traitorous rhetoric while defending his own loyalty.

They urge scrutiny of administration efforts to recruit volunteers for Vietnam and warn of a likely push to increase U S forces in Southeast Asia. They cite 9000 enlisted in noncombat roles and about 280000 classified 1A stalled in the bureaucratic process.
Jurors weigh the fate of Ernest Walker 39 accused in the Sept 7 1965 killing of Thurman Borden 23. State rested Friday defense rested Monday Judge Smith locked jurors in hotel after no verdict. Shooting occurred at George Wallace residence Kerr. Ada W Borden 28 a Wallaces daughter in law indicted for murder. Trial date not set.
The Soviet Union said Venus 3 landed on Venus, becoming the first man made object to reach the planet. It was launched November 16 and there is no claim of a controlled landing, suggesting a crash. The note follows the earlier Soviet success with the Moon.
Elliot Lee Jr and Charles A Bassett II perished when their T38 jet hit a McDonnell Aircraft building near Lambert Field in St Louis. The Gemini 9 backup crew Thomas Stafford and Eugene Cernan escaped unharmed and were named prime for Gemini 9. Training for two weeks at the plant was planned before the mission.

BUFFALO NY Robert F Allen and a 65 year old Philadelphia man with the same blood type and cancer have agreed to a rare scheduled transplant at Roswell Park Memorial Institute. The operation will exchange cancer tissue between the two men in each other's thighs and may save both lives.
President Johnson appealed directly to North Viet Nam leaders in a White House address marking the Peace Corps fifth anniversary. He urged negotiation to let war stand aside while the Vietnamese people choose, and proposed a large reconstruction program that would include North Viet Nam.
