The Senate approved a 9.6 billion antipoverty bill 74 to 16 despite White House opposition. It creates an independent corporation to aid the poor with legal issues and funds two more years of programs for 26 million Americans in poverty. A conference will reconcile differences with the House after July 17 recess.
The Supreme Court rules the present death penalty as applied may violate the 8th Amendment, opening room for new state or federal laws. Justices Brennan and Marshall agree the punishment is unconstitutional in all cases, while White Stewart and Douglas argue issues with sentencing procedures and arbitrariness. Chief Justice Burger dissents.
President Nixon announced the United States will resume Vietnam peace talks in Paris on July 13. He spoke during a 13th month White House news conference outlining optimism yet caution about past negotiations and stating conditions for a cease fire and prisoner return. He defended actions on anti-crime measures and arms programs while reaffirming Vietnamization and continuing air power support.

Chairman William M. Colmer of the House Rules Committee set an August 1 deadline for the Judiciary Committee to act on antibusing legislation or risk losing jurisdiction. He said he would push for a floor vote if the panel does not act.

George McGovern denounced a Credentials Committee decision that split his California delegates and warned he might withhold support for the Democratic ticket if the convention endorses the rulings. He accused Hubert Humphrey of engineering the move and called the process a shabby back-room deal ahead of the Miami Beach convention beginning July 10.
