Cambodian refugees in Thailand allege mass killings by Khmer Rouge after seizing Phnom Penh. Victims reportedly included former army officers and police held in northwestern Siem Reap and Odder Mean Chey as thousands were evacuated from Phnom Penh.
Ohio Senate approves a voluntary state identification card plan for nondriving residents to aid check cashing and credit, with safeguards to prevent compulsory use. House to vote on a $731.5 million Transportation Dept appropriation, budget below prior levels due to fuel tax declines.
Ugandan President Idi Amin orders an immediate meeting with the British high commissioner and staff in Kampala amid a looming confrontation over the death sentence for Denis Hills. Britain denies invasion plans and Britain eyes possible evacuation of about 700 Britons in East Africa.

The Administration of Justice Committee of the Govern mental Institute reports a four month study finding guns in homes mainly cause harm. In 1974 in Cuyahoga County one burglar was killed by a home gun while 16 occupants died accidentally and 114 others were shot at home. The report urges handgun licensing and stricter controls, including banning most handguns and promoting nonlethal protection.
The Ohio Environmental Protection Agency postponed final compliance for air quality standards from July 1, 1975, to April 15, 1977. The change covers particulate matter sulfur oxides carbon monoxide photochemically reactive materials hydrocarbons and related materials. The agency cites fuel shortages equipment delays and delivery times as reasons for the extension.
Washington AP The FBI will admit applicants under 5-foot-7 expanding eligibility for special agents. Director Clarence M Kelley and top officials say the change, while prompted by women’s lawsuit pressure, aims to avoid unfair denials for even slight height differences. Education experience and eyesight still govern eligibility.
In Mexico City an unofficial feminist forum drew over 1,000 attendees as Betty Friedan and Lorna McBarnette sparred with jeers and interruptions. Friedan urged independent talks for each country while McBarnette challenged US dominance and called for addressing shared women's issues.
