Washington reports supporters expect the House to approve a broad federal welfare overhaul next week despite cross party opposition. Leadership accepts the timetable with debate starting Monday and a vote likely Tuesday. The plan follows President Nixon's proposal to end federal state welfare for a federal guaranteed income of 2400 dollars for a family of four.
President Nixon visited Rochester with wife Pat for a midday stop moving from Monroe County Airport to a hotel. White House aides indicated no public questions or plan for a ceremonial downtown cavalcade, and Nixon would avoid a public campaign-style route.

The Senate refused to grant young men registering for the draft a lawyer and a courtroom hearing before local draft boards. By a 44 to 32 vote, it rejected Thursday an amendment by Sen. Edward M. Kennedy.
The Senate plans Monday action to force an end to debate on a two year draft extension with three amendments pending. Leaders seek a Wednesday vote to limit debate to one hour per senator with a two thirds majority. If failed, new efforts will push to cut off discussion two days later. Cranston Gravel and Hatfield vow to keep the fight alive to block the June 30 expiration.
