Courter has pressed City Council since 1961 for more staff and a paid assistant chief, but action stalls due to civil service scheduling and budget reviews. The 1963 inspection cited need for two pumpers, a 65 foot aerial ladder truck, and a separate firehouse, while volunteers are paid per call and training remains limited.
