A shotgun wielding ex convict killed a policeman and wounded eight officers and two civilians before emerging from a burning rooming house on Omaha’s Near North Side and was shot to death. Police said Elza Carr Jr. aged 33 held officers at bay for more than four hours.
A federal judge ruled Lucasville prison officials violated constitutional rights of more than 700 inmates last May but found no evidence of cruel or unusual punishment. Chief Judge Joseph P. Kinneary ordered about 15 prisoners kept in administrative isolation pending proper hearings after May 24 1973 work stoppage.
