Western Vote Major Factor in Quota Plan
Marketing quotas on the 1941 wheat crop were approved by the nation s wheat farmers in the first national referendum. Elmer F Kruse reports that western states backed quotas despite Ohio s deficit. State totals show 15533 for and 16938 against with overall strong western support. Quotas guarantee a 96 cent loan rate, with 18 cent per bushel payments and penalties for production above allotments. Wheat may be marketed or fed up to the allotment without penalty. Above allotment, 60 percent of the loan rate is allowed and excess sales face about 48 cent penalty.
