The 14th annual Midwest Governors Conference opens a three day session in Cincinnati with economic problems as the main focus. Governors from 15 states criticize Kentucky Governor Carroll's boycott and attack on the conference, arguing conferences depend on governor participation.
Washington AP Ford plans a veto to uphold price ceilings on new oil at 11.30 a barrel while old oil remains 5.25, amid House Senate dueling over higher overall prices. Senate moves to extend controls, House resists, tax bill underway, governors meet to discuss inflation and energy policy.
A tentative labor agreement for 600000 postal workers averts a potential strike and preserves a no layoff clause. Officials say wages will rise and higher rates are needed to reduce a projected $800 million postal loss this fiscal year. The largest potential increase pointed to is 13 cents for a first class letter. Ratification by all four unions could take about 30 days.

Space Center Houston reports Alexei Leonov and Valeri Kubasov landed in the Soviet Union after a joint flight with Apollo astronauts. The two cosmonauts parachuted to a flat plain at 6 51 a m EDT ending three days of post flight exploration aboard the Soyuz capsule.
TV cameras in helicopters captured the Soyuz descent in south central Russia about 300 miles east of Baikonur Cosmodrome marking a historic televised landing.
