American astronauts on the Apollo-Soyuz Test Project reported a hitchhiker a killed fish aboard the capsule as they orbited. They exchanged light banter with mission control using Russian phrases and expressed exhilaration at entering space.
Soviet cosmonauts Alexei Leonov and Valeri Kubasov adjusted Soyuz orbit to a near circular path about 137 to 139 miles up in preparation for a Thursday linkup with the American Apollo crew. Apollo's Stafford Brand and Slayton reported the maneuver as successful and they progress toward docking despite a stalled docking probe.
Senators added about a dozen amendments to a revised House bill aimed at providing uninsured doctors and hospitals with malpractice insurance. After a day long session the Senate committee approved the measure 9-0 and it is tentatively set for a floor vote.
The Ohio Senate and House debate malpractice fees in a bill guiding attorney rates. An amendment caps defendants fees at 50 dollars per hour, while other changes shift jurisdiction to common pleas courts and drop a proposed Court of Claims arbitral board.

Dr. Wolfe estimated about 3.2 million yearly unnecessary operations in the United States, costing up to 4.8 billion dollars and causing deaths, based on a 1973 study. The hearings aim to determine the scope, fatalities, and costs, with independent surgical reviews proposed.
The House plans to abolish its 10 member select intelligence committee and form a 13 member body led by Rep. Otis Pike. Dissension has plagued the panel since its February creation amid investigations of CIA actions and Pueblo affair fallout.

In San Clemente California Col Jack Brennan dismissed a U S News and World Report claim that Richard Nixon planned a relocation or business venture in the New York City area. Brennan said there are no such plans and Abplanalp spokesman denied the report.
U.S. built car sales in the first 10 days of July rose 6 percent from June but were 5 percent below a weak year-ago period and the slowest start since 1971. Auto officials say the two-year slump persists despite brief gains.
