The Ohio Senate approved a bill mandating periodic teacher evaluations and protection from arbitrary dismissal by 26 to 6, sending minor amendments back to the House. If enacted, districts must implement evaluation procedures by March 1, 1978, with varying frequencies for new and continuing teachers. The measure faces governor Rhodes's action.
