Washington massive medicare program for hospital insurance for 19 million seniors went into effect. An optional doctor bill plan attracted 17.3 million at $3 a month. By 12:01 a.m. most hospitals opened to insured seniors with 91 percent participation nationwide. Nonparticipating hospitals mostly in the South barred by Civil Rights Act rules.
President Johnson declares the United States will stay in Vietnam until a honorable peace is negotiated and air raids continue on North Vietnam as long as Communist leaders refuse talks. He urges resolve, remarks at a Democratic dinner in Des Moines while touring Nebraska and Iowa with strong warnings to Hanoi.
U. S. Rep Walter H. Moller announced federal approval of a 58 331 grant from the Office of Education to Ohio University for in service education of teacher interns under the National Teachers Corps act of 1965. Dr Albert H Shuster is project director at Ohio University.
Columbus Ohio area workers represented by Local 1466 of the IBEW ratified a two year contract with Columbus & Southern Ohio Electric Co. The new deal raises hourly pay by 12 cents for those earning at least 2.88 and 10 cents for 2.23 to 2.58, with a July 1 1967 rise of 9 to 14 cents.
U S pilots accidentally dropped anti personnel cluster bombs on a Vietnamese village killing five civilians and wounding 41 as helicopters rushed the injured to hospitals. The incident occurred after three F100 jets departed Bein Hoa base 15 miles north of Saigon.
France quits NATO military command. 2000 officers and troops pull from integrated posts, 72 000 French troops in West Germany leave NATO control though France remains in the alliance. NATO posts plan joint defense but face uncertainty over France's role, with SHAPE due to move to Belgium by April.
Kroger Corp reports sales for the first 24 weeks of 1966 totaling 1.207 billion dollars, up from 1.129 billion in 1965, but net income declined to 11.9 million from 13.15 million and earnings per share slipped to 92 cents from 1.01.

A 10 day Walk for Decent Welfare ended with a large Statehouse rally in Columbus. Organizers from Ohio cities discuss a nationwide group to raise welfare payments and push federal funds while pressing Gov. Rhodes to call a special session to raise child welfare from 33 to 45 dollars a month.

Washington reports fiscal 1966 ended in red with deficits estimated between 2.5 and 3.9 billion dollars. Administration projects a 1.8 billion deficit for the new year while Senate Treasury figures suggest about 2.5 billion. Treasury hints the deficit may fall below 3 billion, the lowest in six years, amid ongoing tax revenue debates. Travelers report Baghdad returning to normal after a brief and bloody coup attempt. President Abdel Rahman Aref says his two month old government crushed the plot and arrested rebel officers tied to army and air force units. Among those detained is former premier Aref Abdel Razzak and ex interior minister Sobhi Abdel Hamid.
