Washington July 1 President Wilson vetoed the legislative appropriation bill due to the Borland amendment which would increase government workers hours but provide no overtime pay. The veto stalls appropriations beginning July 1 and could delay Congressional recess unless the measure passes quickly without the objectionable features.
