Communist negotiators signaled a shift by agreeing to rotate 25 000 Allied troops monthly in the armistice framework while keeping limits on secret troop concentrations. They previously opposed any rotation and sought 5 000. Chinese civil administration and weekly unit reports remained disputed.
Allied raiders fought toward a Chinese held hill on the western Korean front amid slush and mud. UN infantry reached within 50 yards of the crest before pulling back as two hours of sharp fighting followed near Mundung Valley and Heartbreak Ridge. Anne Morgan, philanthropist daughter of the late banker J. P. Morgan, died at her Mount Kisco estate on Tuesday after a stroke four years earlier. The 78 year old devoted much of her life to charity and philanthropy.
In Gallia County, 21 year old Charles Richard Steortz was jailed on a homicide charge after his mother Mattie Steortz was found strangled at their Kemper Hollow home. Sheriff Ehman said Steortz admitted the killing and awaited grand jury action. investigators noted a disorderly home scene and a purse missing amid denials and a partial confession.
NATO named U S Admiral Lynde D McCormick supreme commander of Western naval forces in the North Atlantic. He will command from the Atlantic fleet and serve under Truman and Churchill with coastal areas of the British Isles excluded. The Virginian is known as a Sea-going Eisenhower and was previously vice chief of naval operations.
Alfred Furu kawa a 22 year old Japanese American soldier charged with deserting last October from Camp Kilmer New Jersey was found by the FBI Tuesday at Bowling Green living over Draft Board No 126.
Mrs. Xavier Cugat, 33, won a divorce from band leader Xavier Cugat after testifying he was jealous, tempered and kept her in a state of virtual slavery. The divorce was finalized Tuesday in Santa Monica, California.
Senator Robert A. Taft announced he would challenge Gen. Dwight D. Eisenhower for the Republican presidential nomination in the New Hampshire primary on March 11. Taft said supporters had entered the race without his direct request and noted the state administration’s backing of Eisenhower. He refused to withdraw, citing a 10 day window and the need to keep his name on the ballot alongside other delegates. Fourteen delegates are at stake in New Hampshire.
Cincinnati businessman Lawrence Razete and former Wright Patterson Air Force Base buyer Luther Kratz were sentenced by U S District Judge Robert R. Nevin for conspiring to defraud the government. Razete received concurrent three year terms on four counts of giving gatuities and a three year term for conspiracy plus a $2000 fine. Kratz received concurrent 18 month terms on each of five counts.
The Ohio River crested today at Pomeroy and Middleport and neared peak at Gallipolis and Point Pleasant. Pomeroy reported 51.9 feet at 7 a.m. and Middleport 50.6 near the same time, with Gallipolis Locks at 53.85 and Point Pleasant’s plant gauge at 48.6. Damage was highest in Pomeroy with about 250000 dollars estimated loss. Middleport escaped largely unharmed.

In New York two women faced shoplifting charges for concealing a Persian lamb coat under a girdle. Defense argued impossibility, but Assistant District Attorney McGratton demonstrated the act by hiding the coat inside a girdle. Jurors convicted Margaret Walker, 30, and Mrs. Leary Wright, 47, after about an hour.
Senator Taft of Ohio plans a reply to John L. Lewis who assailed the Taft Hartley Act calling it a slave statute. Lewis described mine safety as weak and recounted fatalities to urge the federal safety law.

The Arlin Austin family of Henderson escaped a kerosene stove blaze during high flood waters. They extinguished the fire with buckets before firefighters, hampered by the flood, could reach within 500 feet. Damage remained light thanks to quick action by the household.
A major Cincinnati fire leveled three brick buildings housing the Cincinnati Sash and Door Co. causing about a million dollars in damage. Fire officials reported 25 minor injuries including Fire Chief Barney Houston as a wall collapsed. frostbite and ice coated 17 apparatus and gear during a three hour blaze in 17 degree temperatures.
A damp steelworker James M. Mooney, 33, of North Kenova Ohio leaped from a 30 foot bridge into the Ohio River after refusing a nickel toll. Police thought he drowned but he reappeared five hours later in Huntington drinking coffee at a restaurant.
The State Department reported signs of growing coolness between Peiping and Moscow in 1951. It described behind the iron curtain unrest including mass executions, purges, and widespread dissatisfaction while noting over 16 000 private enterprises in East Germany failed and many refugees fled Soviet territory.
