West Virginia road bills aim to reshuffle county control
Sen. Jack Johnson introduces three measures to swap state and county authority over roads. Proposals include shifting secondary roads to elected county engineers under county control, with funds handled by county treasurers, and granting Charleston grants-in-aid for county work. A separate bill would place primary road jurisdiction with the state road commissioner, and future measures would allow county courts to use state road machinery. Tulane admits eight Negro students as private endowment opens spring enrollment.
